Sir: I wonder why the Home Office wants to “look at what other firearms controls are needed to safeguard the public”. The Home Office minister Alun Michael gives no indication that the current legislation and administrative practice is in any way deficient. In the absence of any evidence to indicate there is a problem, the setting up of a review will look less like a concern for public safety and more like an attack on legal gun ownership for ideological reasons.

The great raft of firearms law that is already on the statute books provides effective remedies against those who misuse any firearms, including air weapons. Rather than imposing further restrictions, the police and the courts must operate the criminal justice system in an efficient manner. Young people are already heavily controlled when it comes to the possession of firearms. No evidence has been advanced to suggest that these restrictions are in any way inadequate.

Whilst the number of shotgun certificates has fallen by over 25 per cent since 1989, armed crime has risen dramatically during the same period.

ATF Allows Redesigned Firearms

Guess who’s mad at the Bureau of Alcohol, Tobacco and Firearms (ATF). No, not the National Rifle Association. This time it’s the anti-gunners who are upset with the Bureau.

In fact, the anti’s and much of the media became nearly hysterical in late July when they discovered that several companies reportedly had received permission from ATF to import some altered versions of the firearms that were banned from import last year.

To hear much of the media tell it, you can now order air-to-air missiles and M1A1 Abrams tanks (or Leopard II’s for those of you who like imports) through the mail. Every newspaper and network seemed to carry a different version of what ATF’s position is on imports.

We finally asked ATF to clarify this matter and received a detailed reply from a fellow who should know: Stephen E. Higgins, director of ATF.

Higgins began by tracing the events of last year, as he informed SI that, “On March 14, 1989, ATF announced a suspension on the import of certain semiautomatic assault-type rifles, pending a review of whether these rifles met the sporting purposes test under the law. The temporary ban affected over 700,000 rifles covered by import permits already issued or pending approval.

“The ban was made permanent in July of 1989. It was not directed at all semiautomatic rifles. The ban was based on the fact that these weapons all possessed a number of military assault-type characteristics.

“Based on ATF’s firearms expertise, a survey of available literature and responses to questionnaires sent to many outside sources — including hunting and shooting clubs and state hunting officials — ATF determined there was no general recognition that these rifles were suitable for sporting purposes.

“Subsequently, several importers approached ATF to find out what modifications could be made to render their rifles importable. ATF required that all military features be eliminated. Over the past year, ATF has approved seven specific prototypes submitted of the redesigned firearms.

“The weapons approved for importation are in the configuration of traditional sporting rifles. This problem was initially faced when ATF found that one of the rifles on the suspension list, the Valmet Hunter (an AK-47 type), had been substantially altered in appearance and was clearly intended as a hunting rifle.

“ATF determined then that the alteration to the weapon and the fact that it employed a more traditional hunting configuration operated to remove it from the assault rifle category. Consequently, the Valmet Hunter was approved for import at the same time that the permanent ban was imposed on imported assault-type rifles.”

Higgins concluded, “ATF has repeatedly stated that the ban was not intended to interfere with the import of legitimate sporting rifles. As long as the rifles have been modified into a sporting configuration, there are no legal, policy or public safety considerations which would justify the disapproval of their import.”

The imports are considered so different from the originals that they are, in effect, entirely new models that qualify for importation as sporting firearms.

The importers have removed the firearms’ bayonet fittings, night sights, flash suppressors, grenade launchers and pistol grips — the very features that the government claimed made them unsuitable for “sporting purposes.”

However, the anti-gunners immediately screamed “foul” and claimed that the Bush Administration simply was trying to gain favor with pro-gun groups like the NRA, which strongly criticized the administration for banning imports in the first place.

White House spokesman Marlin Fitzwater further angered the anti’s when he told the media that, “Apparently the way the existing rules are written, ATF is not authorized to prevent these weapons from coming in.”

To make matters worse, Fitzwater said that the modified firearms would be allowed in the country under the provisions of the Omnibus Crime Bill that passed the Senate.

The anti-gun Firearms Policy Project (FPP) claims that the firearms that have been redesigned and approved for importation include the Uzi carbine, Galil, K-91, SAR-8 and SAR-4800. It says its assertions are based on documents obtained from ATF under the Freedom of Information Act.

“It’s more than a weakening,” FPP Director Josh Sugarmann told The New York Times. “It essentially renders the July (1989) ban null and void. These guns look less threatening, but they are not less deadly.”

Sen. Howard Metzenbaum (D-OH) — never one to miss an anti-gun cause — proclaimed, “We are either going to keep these weapons off our streets or we are not. The Bush Administration would do well to rethink its policy altogether and ban all assault weapons, foreign or domestic.”

The 4,000-square-foot showroom at Jaqua’s Fine Guns is impressive. All firearms are on display and customers can handle any gun they’re interested in. The sales staff at Jaqua’s is not on commission and each salesman is encouraged to refer customers to a staff expert.

“Everyone has their own area of expertise–handguns, shotguns, rifles or antiques,” Camille said. “We have six full-time sales people and most of them have been with us for over 20 years.”

The atmosphere in the store is very casual and people-friendly. “We have people come in daily just to look,” Camille said.

Jaqua’s also does a very active Internet business. “Our Web site lists our entire inventory and it is updated two to six times a day,” Camille said. “We have customers from all over the world who use our Web site. It’s a tremendous selling tool.”

Recently, Jaqua’s has increased its accessory line, focusing on gun cases, shooting jackets, shirts, cleaning kits and reference books.

“Ladies’ clothing is very difficult to find,” admitted Camille. “Beretta makes terrific ladies’ clothing and Browning is making some.” Jaqua’s also stocks MizMac Designs products.

Camille summed up the key to Jaqua’s Fine Guns longevity and success with, “We buy nothing but quality guns and merchandise that we believe in.”

It’s a simple recipe for success, but one all storeowners should follow. If you believe in a product, it will sell itself and earn you a loyal customer base.

A 30-year-old man was charged in 3rd District Court on Monday with carrying a gun without a permit after he bought a loaf of bread last week and a bakery worker saw the gun partially tucked inside his pants.

The worker at La Diana bakery, 56 S. 900 West, called police. When they arrived, the man ran and hid in a nearby alley, even after being told to stop, according to court documents.

Officers tackled the man, and a .44-caliber pistol was found about 50 feet away. Police say the man said he purchased the gun for $20 at the homeless shelter. He also said he was in the U.S. illegally, police said.
The man was charged with possession of a firearm by a restricted person, a third-degree felony, and failure to stop at the command of an officer, a class A misdemeanor. He is being held in the Salt Lake County Jail on $5,000 bail.

Licensee Responsibilities

A recent incident involving a Federal Firearms Licensee making sales of a large number of handguns to an individual who subsequently diverted these firearms to criminal use, highlighted the need for a higher level of licensee responsibility. This licensee felt that the completion of the 4473 and multiple purchase forms fulfilled his responsibility as a dealer and “the less he knew, the better” regarding what was being done with the firearms once they left his premises.

Licensees must remember that their Federal Firearms License is a privilege, not a right, and that privileges can be taken away for irresponsible action on their part.

Being licensed as a dealer does not require an FFL holder to make a sale to any customer who comes into their store. With the proliferation of civil suits today, a licensed dealer would be well advised to use good judgement in making any sale of a firearm. It would be much easier and far less expensive to defend yourself for not selling a firearm to someone who you felt should not have a firearm, than defending yourself in a wrongful death suit for negligently selling a firearm to someone you should not have made the sale to.

In instances where you have either made a sale to an individual and then had cause to wonder about the sale or had someone attempt to make a purchase where you declined to make the sale, notify your local ATF office.

Hunting season begins in many areas around the country this month. In Air Combat Command for Fiscal Year 2002, three people were injured in hunting related or firearm activities. To be safe during this time, the Ten Commandments of Firearms Safety should be reviewed and etched into everyone’s memory forever. Let the following safety practices govern your actions wherever and whenever you’re involved with firearms: in the woods, on the range, or in your home.

I. Don’t rely on your gun’s safety.

Treat every gun as if it can fire at any time, whether or not there’s pressure on the trigger.

Your firearm has been carefully designed to maximize performance and safety. However; a gun’s safety is a mechanical device and, like any mechanical device, it could fail.

Human error is a more likely reason for a gun safety to fail. By mistake, you may think the safety is on when it really isn’t; or the safety may have been disengaged without your knowledge; or you could think your gun is unloaded when there’s actually a cartridge or shell in it. A gun’s safety is not a substitute for common sense. It’s merely a supplement to your proper handling of a firearm.

Don’t touch the trigger on a firearm until you are ready to shoot. Keep your fingers away from the trigger when you’re loading or unloading. Don’t pull the trigger when the safety is engaged or positioned anywhere between safe and fire.

Read your instruction manual to understand the exact location and operation of your firearm’s safety. Even when the safety is on, maintain control of your loaded firearm and control the direction of the muzzle. In other words, don’t rely on your safety to justify careless handling. If your firearm’s internal mechanisms are broken or have been altered, your firearm may fire even when the safety is on. Remember; you and your safe gun handling practices are your gun’s best safety.

II. Firearms should be unloaded when not in use.

Load your firearm only when you’re in the field or on the target range and ready to fire. Never let a loaded gun out of your sight or out of your hands. Unload it as soon as you’re finished shooting — before you bring it into your car; camp, or home. Remember; unloading your firearm means unloading it completely, so there is no ammunition in the chamber or in the magazine.

Before handling a firearm or passing it to someone else, visually check the chamber; receiver; and magazine to be certain they do not contain ammunition. Always keep the gun’s action open when not in use. Never assume a gun is unloaded even if you were the last person to use it. Always check for yourself.

Let common sense rule when you carry a loaded gun. If you’re in any situation that could risk accidental discharge — such as crossing a fence, wading through a stream, or climbing a tree — always unload your gun. Never pull or push a loaded firearm toward yourself or another person. Never carry a loaded gun in a scabbard, detached holster; or gun case.

III. Use proper ammunition.

Every firearm is designed to use a certain caliber or gauge of ammunition. Using the wrong ammunition, mixing ammunition, or using improperly reloaded ammunition can cause serious personal injury or death. It only takes one cartridge or shell, of the incorrect caliber or gauge or a shell that has been improperly reloaded, to destroy your firearm.

As a gun owner, it’s your responsibility to make sure the ammunition you use exactly matches the caliber or gauge of your gun. Refer to the instruction manual to find out the specific requirements of your firearm. Always read and heed the instructions on ammunition boxes. Confusing shells or cartridges can cause serious personal injury or death and destroy your firearm. Examine your shells and cartridges closely and use only the precise caliber or gauge for your specific firearm.

For example, suppose you accidentally loaded a 20-gauge shell into a 12-gauge shotgun. Because the 20-gauge shell is too small for the chamber, the 20-gauge shell could travel down the barrel and get lodged in the bore. If you then load a standard 12-gauge shell behind it and fire, the 12-gauge shot will slam into the lodged 20-gauge shell and may cause the barrel to explode right in your hands. This is commonly called a 12/20 burst, and it can kill you.

IV. Learn the mechanical and handling characteristics of the firearm you are using.

Not all guns are alike. They have different mechanical characteristics that dictate how you should carry and handle them. Anyone who plans to use a fire arm should first become totally familiar with the type of firearm it is and the safe handling procedures for its loading, unloading, carrying, shooting, and storing.

Before you even unpack a firearm, read the instruction manual from cover to cover and familiarize yourself with the different component parts of the gun. Then read, understand, and follow the commandments of safety.

Bullet

Background

A bullet is a projectile, often a pointed metal cylinder, that is shot from a firearm. The bullet is usually part of an ammunition cartridge, the object that contains the bullet and that is inserted into the firearm. Cartridges are often called bullets, but this article will discuss only the projectiles fired from small or personal firearms (such as pistols, rifles, and shotguns).

History

Though there were cast lead bullets used with slings thousands of years ago, the history of the modern bullet starts with the history of firearms. Sometime after A.D. 1249, it was realized that gunpowder could be used to fire projectiles out of the open end of a tube. The earliest firearms were large cannons, but personal firearms appeared in the mid-fourteenth century. Early projectiles were stone or metal objects that could fit down the barrel of the firearm, though lead and lead alloys (mixtures of metals) were the preferred materials by 1550. As manufacturing techniques improved, firearms and lead bullets became more uniform in size and were produced in distinct calibers (the diameter of the bullet).

The Industrial Revolution produced further improvements. Firearms with rifled barrels (spiral grooves inside of the firearm barrel that impart stabilizing spinning motion to the bullet) led to the familiar conical bullet. More powerful smokeless powders replaced gunpowder (now called black powder) in the late nineteenth century, but they also required harsher firearm and bullet materials. Lead bullets left lead residue in the barrel; jacketed bullets (a harder metal layer surrounds the softer lead core) were developed to stop this. The familiar metal ammunition cartridge (containing a bullet, a case, a primer, and a volume of propellant) was common by World War I.

Raw Materials

Bullets are made of a variety of materials. Lead or a lead alloy (typically containing antimony) is the traditional bullet core material. Traditional bullet jackets are made of copper or gilding metal, an alloy of copper and zinc. There are many other materials that are used in bullets today, including aluminum, bismuth, bronze, copper, plastics, rubber, steel, tin, and tungsten.

Bullet lubricants include waxes (traditionally carnauba wax made from the carnauba palm), oils, and molybdenum disulfide (moly). Modern wax and oil formulas are generally not made public. Moly is a recent innovation; this naturally occurring mineral sticks to metal on contact. The bullet making process can also use grease and oils to lubricate the bullet during machining and pressing steps. This lubrication prevents damage to the bullet or the machinery by allowing the bullet and machinery to move against each other without sticking. Solvents are used to remove grease and oil from the bullet afterward.

Design

There are several different uses for ammunition, such as military, law enforcement, hunting, marksmanship/target shooting, and self-defense, each requiring different bullet performance. There are also legal and public relations design considerations, such as lethality, threats to innocent bystanders, environmental impact, and appearance.

Bullet design is dependent on firearm design and vice versa. The bullet must fit into the barrel correctly. A bullet that is too small will not engage the rifling in the barrel, or it will bounce around in the barrel and not exit in a straight line. A bullet that is too large will jam in the barrel, possibly causing the firearm to explode from the pressure. The bullet weight must also match the amount of powder in the cartridge, so that it is fired at the correct speed.

Bullets are designed using calculations and data gathered from previous testing (firing) of bullets. This data can include variables such as accuracy (whether it hit the target), precision (whether more than one of the same bullet type produced similar results), speed of the bullet, effectiveness at a given range (distance to the target), penetration into the target, and damage to the target. Bullets are then tested against a target which resembles what they will be used against. There are several materials used to simulate the intended target, including bullet gelatin, a recently developed material used to simulate flesh.

Modern bullets can have many different features. Some of these features concern the shape of the bullet and others the materials of construction. Most bullets look like a cylinder with a pointed end. The cylindrical section to the rear of the bullet is the shank and the pointed section to the front of the bullet is the tip, though the tip may be flat instead of pointed. Bullets can be made of one or more materials.

Bullets made out of only soft material (such as lead) expand on impact causing more damage to the target. Bullets made out of only a harder material (such as steel) penetrate further into thicker targets, but do not expand much. A softer core can be enclosed or partially enclosed in a layer of harder metal called a jacket. This jacket can completely enclose the bullet or it can leave the softer tip exposed for expansion purposes. Varying the amount of jacketing alters the amount of penetration versus expansion.

If you use a .300 Win. Mag. Bullet in a .308, you will probably be disappointed in its game performance. It is likely to produce a wound similar to a full metal jacketed bullet.

Likewise, if you reverse the situation– particularly if you use a match type bullet on game– you can expect poor performance. Every bulletmaker in the business advises not to use their match bullets on game and every year I hear complaints about match bullet performance on game.When I ask why the nimrod used a match bullet and at what velocity, the answer generally is to the effect, “It was the most accurate load and the recoil, at 400 fps under max, was real pleasant.”it is designed for accuracy with total disregard for field performance. One strike for not listening to the manufacturers recommendations, two for flawed thinking and three for using the load on game.
